using 10/18 build of netscape

1) launch netsacpe
2) launch composer
3) insert H. rule
4) doubel click on it to bring up props for h. rule
5) change alignment to center/right
6) click OK
7) go back into H. rule props

notice it still has "left" chosen. It did not remember your
setting..

all platforms.
I have a really easy/simple/straightforward fix for this; reassign to myself

Fix looks good, sr=sfraser.
What about the % creep on linux/windows?
% creep (decrement) happens in all of our dialogs (not just hrule).  There is a 
separate bug to track that issue (#56022).

Though the bug is fixed, the problem is still seen in Latest netscape commercial
build (12/04/2000) on solaris2.8(sparc).
verified in 1/17 build.
