When this happens, the tab toolbar goes to the bottom. However, the browser still *thinks* that the tabs are on top, because the navigation bar still has a blue background and the "Tabs on Top" is checked in the menu bar.

Reproducible: Always

Steps to Reproduce:
1. Press Windows Logo + L to switch users (or use the start menu), with Minefield still open. You need to switch users; not just lock your user account.
2. Log back in again.
3. Look at the tabs toolbar.

Another thing I forgot to mention is that it can be fixed by turning off tabs-on-top and turning them back on again.
I've made a request for it to block Firefox 4.
