If tab view is opened with multiple tabs open and they are left ungrouped, then one tab is clicked to make it full size then the other ungrouped tabs are not shown on the tab bar. The ungrouped tabs can only be accessed via the awesomebar or going back to tab view.

Reproducible: Always

Steps to Reproduce:
1. open firefox nightly with clean profile so two welcome tabs shown
2. click tab view button
3. click back on one tab to make it full size

Actual Results:  
Only one tab shown on tab bar. The other tab can only be accessed via the awesomebar, by going back into tabview or placing both tabs into a group.

Expected Results:  
After going into tab view and not grouping any tabs, then selecting a tab to go full size, the other tabs that were previously visible on the tab bar should still be there.
