Details
With Bug 566194 the Bar has been transferred to new AOM.
Like in the Search Pane the Bar should not be shown in the Plugins Pane since all three possible States (Safe-Mode, Security Update Check and Extension Compatibility Check) are not relevant to Plugins, but only to Extensions, Appearance, Languages and Recent Updates.

Hm, yes, hadn't considered that. Wasn't there a bug to disable plugins in safemode though?

Yep, that's Bug 342333. And Bug 492271 is this Bug for the old AOM.
