I just created a new profile, and opened a few tabs, and I made four of them app tabs. Then I went into private browsing mode. In it, I can see the tab thumbnails from before I went into private browsing mode.
It feels like I shouldn't see anything there.

Blocking not so much because of the privacy risk here (this is normal browsing leaking into PB, not vice versa, but if those tabs are still loaded, it does let a site watch you across the transition) but because it signals brokenness in Panorama that I think we need to understand.
