Panorama is a good idea and is supposed to help user organizing its tabs.
I succeeded in moving one tab from a group to another but i didn't find how to move several tabs at once from one group to another.
Due to that lack, organizing tabs may be quite slow/boring...

i'm not sure to understand if "Bug 590488 - Implement "Group within Group" functionality within Tab Candy" is about the same thing...

It is not; "group within group" means actually being able to nest groups inside each other.
This bug is, however, a duplicate of bug 583435.
