600013 - Create builder.pamo

builder.addons.mozilla.org (BAMO!) is coming down the pipeline and we need a place to stage it first.  This should be at:

builder.preview.addons.mozilla.org

This doesn't have a valid cert, but I don't care.  The code is at:

http://github.com/zalun/FlightDeck

The INSTALL is:

http://github.com/zalun/FlightDeck/blob/master/INSTALL

This should update at the same rate as PAMO.  If you have questions, let us know and/or ask zandr.

The official repos are on mozilla account, the ones on my account might be a little ahead (althought they shouldn't)

There is no code change required, but I'm changing the installer to split the production/development environment. The only change is needed in the documentation and installer - I'll make it today as installer is actually done. 

I'm also fixing unittests and making the structure a little closer to the AMO one

This request is now more urgent, as the current Labs infra is no longer a feasible option for pushing the this latest major release of the Add-on Builder.

This is set up @ https://builder-addons.allizom.org/. It should automatically update from mozilla/FlightDeck every 5 minutes.
