1. Stop using Addon.tags_partitioned_by_developer. Just get addon.tags.not_blacklisted()
2. Only let developers and admins edit tags from the detail page.
3. Remove any frontend distinction, including the separate tag icons.
4. If tags have not been ported to zamboni, make sure remora tagging still works.
