After meditating on bug 587043 and bug 608127 I realized that it is not possible to quit Firefox with the Panorama UI open (short of the task manager) in Windows 7. Ctrl + w kills the currently selected tab and, with 587043, clicking the x or hitting alt+f4 enters you into the currently selected tab.
On Mac hitting cmd+q will kill the window you are in, ensuring that when you open a new window, you will be in the Panorama UI. I want me some of that.
We could either rollback the the functionality of bug 587043 (replacing it with a modal dialog box similar to when you close Firefox and it asks you if you want to save your tabs: "This will quit Firefox, are you sure..." and including a check box to never, ever, show that dialog again). Alternatively we could modify alt+f4 to behave like cmd+q on the Mac.
Modal dialogs are less than ideal, but it may be the better solution as it maintains the current metaphor of the X button. At the same time it educates users that Panorama is not a separate window from Firefox while at the same time not irritating people already familiar with this concept.

We are on a system-wide binge of removing dialog boxes. Adding one here is a non-starter. The alt+f4 I think is a fine way of saying "no, really, quit" where as cntrl+w just means close this thing.

I do not think this should block the release. It doesn't break any major functionality, and has a pretty easy and well-known workaround.

Maybe we should just change the Firefox Menu in TabCandy with disabled menu options, to make the browser consistent and rollback bug 587043.

Yup; bug 621795 is there for that.

Panorama has been removed from Firefox 45, currently in Beta and scheduled for release on March 7th. As such, I'm closing all existing Panorama bugs.
If you are still using Panorama, you will see a deprecation message in Firefox 44, and when 45 is released your tab group data will be migrated to bookmarks, with a folder for each group. There are also a few addons offering similar functionality.
See https://support.mozilla.org/en-US/kb/tab-groups-removal for more info.
We're removing Panorama because it has extremely low usage (about 0.01% of users), and has a large number of bugs and usability issues. The cost of fixing all those issues is far too high to justify, and so we'll instead be focusing our time and energy on improving other parts of Firefox.
