Ctrl-spaces is IME changing system hot-key in Windows... almost all non-alphabet input user like Japanese, Chinese, Korean can't trigger it thru keyboard.

It was changed to ctrl-E 2 months ago - what version are you running ? (and don't tell me 4.0b8, that's not even released).
