Background: we've removed the "group your tabs" toolbar button from the default toolbar (bug 626500) and may or may not automatically add it once you start using Panorama (bug 626791). This "group your tabs" icon was the only indication that there were other groups, and was a poor indication at that.
Scenario: You use Panorama to create another tab group with some tabs with some sensitive information in it. You go back to your main tab group and forget about the other group. Weeks later, someone else using your computer goes into Panorama and, voila, they suddenly see your sensitive information.

Punting this; nothing that involves design is going to make it in Fx4 at this point unless it's blocking. We can un-punt if the blocking status changes.

One possible approach would be to display the panorama icon in primary UI once the user has invoked it with a keyboard shortcut. (the panorama icon displays that other groups exist). Another approach would be to launch into tab view after the user hits "restore session" on the home page, since we don't necessarily know which group they want to use, and to serve as a reminder that other groups exist.
However, all of these solutions are as Ian noted outside of the scope of things we can get done in time for Firefox 4 to ship, and in the future this won't be an issue anymore since panorama will have a primary UI control.
