Reproducible: Always

Steps to reproduce:
1. Enter Panorama
2. Press F11

Actual results:
 - background is no longer transparent

Expected results:
 - background is transparent

Other observations:
 - tab-bar has no transparency also while in Fullscreen

George, did this use to work for you and it is no longer working?
It was like this ever since transparency was introduced. Seemed normal to be transparent also while in fullscreen.

You can change issue to enhancement if you don't consider this as being a bug.
This is expected, see bug 567742.
