635103 - Don't accept "Other" abuse report without reason

Clicking on 'report abuse' gives you a dialog like this:

* bunch of categories
* other (please specify)
[Text field]

It's absolutely not clear that you have to fill in the text field before clicking the 'other' link.

Please make it a 2 step process:
1. page only displays the 'other' link
2. page has the text field with a 'send' button, like:

How so? When you click the link "other" before entering your text that abuse will be reported, but without an actual explanation. This might be the reason why we get lots of reports that cite "other" as a reason but don't give any explanation what it's about. Reopening.

Even if we don't force the other text box to be filled in, I think this would be a lot clearer as a set of radio/check boxes and a submit button.

I made the UI a lot clearer, but didn't enforce extra text from "other choices". To my understanding we decided this wasn't needed if the UI got clearer. If this is a wrong assumption, please speak up.
