Assuming all goes well, this spec should be implemented[1] and there are some old pages we don't need anymore.  These should be removed:

Do a search for [t:mango] and make sure all those bugs are closed before doing this one.

We aren't yet using the new featured add-ons system, so I'm not going to touch those pages in this milestone. The Featured Manager is working and accessible from the zamboni admin.
