Sometimes add-ons contain l10n issues:
* machine translation (both add-on itself and the AMO summary/description)
* XML parse error
* only a small part of the strings is localized
Possible solution:
1. Allow users to report such issues of the specific locale.
2. Allow editors to see those reports then ask developers to remove or complete the l10n.
3. Add a notice to the listing page, say "This add-on contains a machine translation for your ab-CD locale" until the reported issue is fixed.

Notes from the talk with dynamis says we should wontfix this in favor of either providing the strings or using the regular review/rating system.
The only thing here worth rejecting the add-on over is the XML parse error, hopefully that is found by editor review.
