This is a revert of bug 635296 that needs to occur after the new Buildbot code is deployed everywhere (bug 631851 and bug 637347), and after teh slave allocator is deployed and handing out correct (new) buildbot.tac's (bug 604278).

No longer depends on: 604278
Still waiting for a buildbot deploy to Windows.
This will be easy once all of its blockers are resolved.

Note that even after this lands I won't be re-deploying buildbot, so there's no order dependency between this patch and the patch in bug 683927.
