In the message compose window the tools menu, on linux, only has:
Mail & Newsgroups
Address Book

I would expect it to have, in addition, at least:
Saved Files
Add-ons
Activity Manager
Import
Error Console

It has taken about 10 years to decide that this bug is a duplicate on my earlier bug.

I have mentioned previously that duplicating older bugs to newer ones is unfortunate. I would much prefer a presumption that, unless there are very good reasons, bugs should always be duplicated to the older version. In exceptional circumstances any duplication to a newer bug should contain a detailed explanation for the unusual action. Do others agree and if so how can this be opened for wider discussion?

This bug is much shorter and accurately covers more territory, and the older bug doesn't contain critical information that this bug does not have. In situations where these conditions is present, this tends to trump "dup to the older bug".

The original bug report was for OS X but it now appears that the malfunction described by both bug reports probably applies to all platforms.

Whilst the effect upon the utility of the application is small it is a significant design flaw and indicates poor quality testing over a period of many years.

Could there be other undesirable GUI limitations in other untested environment combinations?

The tendency to mark such reports as 'minor' and take no action for 12 years is not the best way to encourage further reports.
