Spun off from 495464 for tracking work needed to support full crash data on Windows.

Fixing bug 623462 in the platform would make this fairly trivial on Windows. You'd just have to set an environment variable, and the dumps produced would be full memory dumps instead of minidumps.

Is this still relevant now that we have blobber?
This would be implementable in terms of blobber, but I'm not sure how happy everything would be if we tried to stuff a 1-2GB dump file into blobber.
I'm not sure either...We have some arbitrary size limits in place to prevent accidents, so would have to lift those, or have size limits per file type perhaps.

We would probably need to add chunked uploading as well. Right now we expect the entire file to be uploaded in a single POST request.
