64220 - Missing the border and characters for the Apply Modern/Apply Classic in preferences dialog

Platform: Mac; OS: 9.0 (2001-01-02-08-Mtrunk)

Steps to reproduce:

1. Launch Netscape 6.0
2. Go to Edit/Preferences/Appearance/Themes/Modern
     or
   Go to Edit/Preferences/Appearance/Themes/Classic

Note: The borders and characters for "Apply Modern and Apply Classic" are missing.

Sarah, I'm not sure exactly this bug belongs to Preferences, if it's not,
please assign it to the appropriate componet. Thanks!

are you referring to the Apply Modern/Classic button? if so, they look fine to
me... otherwise, could you pls attach a screenshot of what you're seeing? thx!

I meant if this dialog is the first time shows up, the "Apply Modern or Apply
Classic is missing" until you maximum the windows, then you would able
to see it. However, it really confuses the end users when they don't see
the Apply Modern or Apply Classic buttons. This also occurs on windows
as well.

changing platform to ALL, happens on Windows also 1/17 build.
