steps to reproduce:
1. Load https://addons-next.allizom.org/z/en-US/firefox/files/browse/116584/file/untitled%20folder/no-em-unpack.xpi
2. Compare it to remora @ https://addons-next.allizom.org/en-US/firefox/files/browse/116584/1


observed behavior:
In remora, it is possible to view the contents of the XPI which is not the case in zamboni. See screenshot

Preview updates were wedged. When the cron job comes along and cleans the file out, it should be recreated correctly. Will have to remind myself to check tomorrow.
