steps to reproduce:
1. Load https://addons.allizom.org/en-US/firefox/files/browse/77903/
expected behavior:
For .xpi files, we load install.rdf by default. For search tools, we load teh xml file.
observed behavior:
File viewer is blank. User needs to click on the tree view to load the XML file.
