Details

STR:

  * Open two windows.  In window A, open an app tab.  In window B, open a regular tab.
  * Drag the tab from window B into window A, to the left of the app tab.

Actual results:

  * Tab is placed to the right of A's app tab, and is a regular tab.

Expected results:
 
  * Tab is placed to the left of A's app tab (where the user dropped it) and is an app tab.
