Splitting off from Bug 464653.
The MailNews searchbar used to be a toolbar at the top of the thread pane but was converted into a customizable toolbar in the mail toolbox. We can use the external toolbar functionality that customizable toolbars now have to move the searchbar back to the thread pane yet still remain a customizable toolbar.

This patch works but is suboptimal on Mac OSX. The customize pane is fixed to the toolbox, obscuring the searchbar hindering attempts to customize that toolbar. On other platforms this is less of a problem since the customize window can be moved. You can see how things look by turning this pref on:
toolbar.customization.usesheet .
IanN: You touched the customize window/panel positioning code recently didn't you? Any ideas?
