The new Thunderbird shipped with Ubuntu 11-10 always starts maximized. The new message windows always start maximized too.

Expected Results:
I expect this to either not be the default behavior or to have a way to turn it off.

Sorry I don't have access to a linux machine now so I can't tell.

NO, I do not see it on another distro. The compose window is not maximized when opened.

This was reported against TB 3.1. So maybe it works now.
Thom (reporter), feel free to reopen this bug if it still happens on the current version of TB31.6.
