661651 - Add an admin tool for specifying an add-on of the month

Description

1) Go to https://services.addons.mozilla.org/en-US/firefox/discovery/pane/3.7a6pre/Linux
2) Scroll the carousel until you see "Mozilla's Pick of the Month!"

That pane is hardcoded and every month we have to update it.  We need an admin tool that lets us specify:

1) add-on
2) blurb
3) image (default to add-on's built in image)  (This will be fun the first time someone adds a non-ssl image as the source. :-/)

The harder part of this is that different locales will have different picks so that needs to be built in.

If you go to https://addons.allizom.org/z/en-US/admin/features (or that URL on your dev copy) you'll see a UI that has per-locale entries.  I think (hope?) you could resuse most of that for this.

#3 is just an <input> for a URL, not sure that was clear.

No, I meant that as part of this bug, but reading comment 0 says I messed that up.  Filed bug 676307

You can test this out at https://addons-dev.allizom.org/z/en-US/admin/monthly-pick but read bug 688359 for a caveat.  If you add an add-on it currently shows up on the front page and discopane. yay.
