Aki worked late and investigated a problem with win32 opt unit test builds that turned out to be a tools issue (as I understand it) due to changes this week. This is now fixed.

The update verify bumper removed the wrong lines, because there was no comment lines. Because of this, we lost the 3.6.15 quick checks, and didn't get 3.6.16 checks at all. This patch should fix it for all platforms.

I accidentally added an extra 3.6.14 line in the Mac config. Landed a bustage fix and retriggered those builders.

unthrottle beta

I've backed this patch out, because it's the sort of thing that we would have needed to do to 3.6.17 if that were stilled throttled. And it gets in the way of LegNeato wants:
  3.6.17 --background--> 3.6.18  --manual--> 4.0.1 --background--> 5.0
where the manual check is for people who go Help > Check for Updates only.

Shipped. We'll be doing a 3.6.x -> 5.0 update soon, but that's being tracked in bug 663894, because it's easier to track all of the update work in one place.
