In bug 659684 comment 5 it was stated that for non-try trees, cancelling running build jobs should be avoided (which I think is due to them needing a clobber afterwards?). It would be good if the new "cancel all jobs for a revision" API from bug 636027 took a parameter to say whether to just cancel test/talos jobs instead, and, if it's possible, to make any builds that finish not start any test/talos jobs.

Yeah! So that, as well as cancelling all running/pending non-build jobs. (Feel free to dupe to bug 666756 if you think it would encompass all of that.)
