I think this is expected, the code is finding the word closest to where the user has tapped.

Ok, the stock Android browser only shows the text selection UI when you long tap on text, not when you long tap in empty areas. So this is not an invalid bug, we should decide if we want the same behavior. Mark, what do you think?

I was hoping the CSS3 API would help here, but it's backed out now too. We could try using the elementsFromRect API and see what comes back.
