Any specific reason why we only add Urdu? A more complete list of languages that we might want to include:
"ar", "arc", "dv", "fa", "he", "ks", "ps", "ug", "ur", "yi", "nqo"

Maybe some of them occasionally use different scripts, but I think most of these would be useful at RTL. This way we are ready for users when they want to start localisation work.

That's why.  We can add any new locales as RTL as soon as somebody decides to work on them, but I don't want to rush to that...
