We have "New Folder" and "New Separator" but no "New Bookmark".
A little counterintuitive. There is "File Bookmark", but maybe the wording
needs to be changed...

The Bookmarks manager shouldn't *have* a toolbar.

Hewitt, mpt claims that the bookmarks manager shouldn't have a toolbar at all.
If it shouldn't you don't have to fix the bug where that toolbar's UI is hosed
under Modern.

What's wrong with having a toolbar?

Errr, this is probably the wrong place for this discussion, but ...
The most common tasks carried out in the bookmarks manager are renaming, moving,
and deleting bookmarks and folders. Renaming can be done by clicking once (Mac
OS) or twice (Windows) on the item, and typing. Moving can be done by drag and
drop. And deleting can be done by pressing Delete, by using the context menu, or
(someone file a bug, because I bet this hasn't been implemented yet) by dragging
the item to the Recycle Bin or Trash. For secondary operations (such as creating
new folders), there are ample menus and keyboard shortcuts. Given all that, a
toolbar cannot help but take up more screen real estate than its usefulness
warrants.
In Windows 95, folder windows didn't have (or need) a toolbar. In Windows 98 they
have one, but only because of the silly integration of Windows Explorer with
Internet Explorer. They still don't need one.
In Mac OS Classic, folder windows don't have (or need) a toolbar. In Mac OS X
they have one, but the toolbar doesn't provide access to editing operations
anyway.
Internet Explorer's `Organize Favorites' is a dialog (blech), and it doesn't have
a toolbar either.

Alright, you've convinced me that Manage Bookmarks doesn't need a toolbar. I
still like the Win98 folder toolbar, though, because the Up button is
incredibly useful.

For the record: I also think the toolbar is useless, I never understood why it
was added.
Ben Goodger, it would be interesting to hear your opinion/voice on this. Please
reply to mpt's comment.

I believe the toolbar was added here to provide more convenient &
discoverable access to editing operations. D&D is more of an advanced concept
hence the file button. I'm ambivalent on the delete & properties buttons but
defend the New Folder button as I do a lot of filing and organization. (And this
/is/ an organization window, not an access window).

Also, I meant to close this as WONTFIX. The toolbar was meant to house a
set of perceived common management operations. Creating a bookmark by hand is
not one of them. Creating a folder and separation lines are more likely.
