This is a metabug for assigning cache bug dependencies, and to report development 
status.
We need to be able to polymorphously generate hash numbers from both nsCStrings
and nsLiteralCStrings.  Adding dependency on 70075.

The bulk of the implementation is complete.  There is only one cache bug left
