which would be the sole implementor of |.get()|.
|nsLocalString/nsLiteralString|, |ns[c]String|, |nsCommonString|,
|nsPromiseFlatStrign|, and the converting classes to inherit from this new base.
 This new base will be the common type returned (via cast) from
|NS_LITERAL_STRING|.  See bugs #69872, #53065, #53057, and #64016.

this has been checked in on the STRING_081_BRANCH; when the branch is merged
into the trunk, I'll close this bug
(mass change) didn't get these in for target milestone mozilla0.8.1 but they are
very close.  Moving all to mozilla0.9.
