make bm-remote-talos-webhost-* more robust

Details
All three bm-remote-talos-webhost machines are plugged into the same pdu (and likely switch). It would be better if we could split them up a bit so one PDU outage doesn't take out all three (though the load balancer is still a SPOF).

I may be experimenting running webservers on the foopies over the next few months, but that seems potentially noisier.

I took a look at the situation in3/MDF, and these aren't actually plugged into a CDU at all. They have the wrong power adapters to plug into the CDUs in the rack, so they're plugged into a power strip which is in turn plugged into the wall. All the minis in this room are done that way, so it doesn't get us much to move to a different power strip.
Since there's a plan by aki to experiment with running the webservers on foopies, anyway, I'm going to won't fix this.
