Instant Sync, combined with some client bugs, seemed to cause a lot of trouble lately. This is a tracking bug for work to improve matters. Suspects include, but are not limited to: * Incorrect handling of backoff header * Livemarks refreshes causing bookmark add/change events (unverified) * Pref thresholds/interval causing frequent pref syncs * Spurious 'back' events causing too-frequent syncs-on-return.
