Details

It seems the risk of the infra impact of bug 664792 and bug 678588 is too high. The suggested solution is to revert to a 24 hour sync interval (bug 678588) and bring back the hourly heartbeat to info/collections and trigger a sync if the clients collection changed since the last sync.
No longer blocks: 678588
We've decided that with bug 678586 in place, this isn't really necessary and would just create a lot of superfluous requests to info/collections and a lot of superfluous code.
