696002 - upgrade bmo and run migration scripts (bug 684088)

once the code and prep work for bug 684088 has been completed, we'll need to push it live.

this update will require downtime and the execution of two migration scripts to upgrade components, users and bugs.  more information including steps and estimates of timings as we get closer to ready.

i'm expecting the code to be completed early next week, with reviews, testing and announcements expected to take a few days on top of that.

if possible, i'd like the upgrade to happen on a monday afternoon my time (late sunday night/early monday morning PST).

Hate to do this, but since we don't have everything ready to go yet, the IT bug is just going to sit in the queue.  Reopen this when we're ready to go.

We'll want a week or so notice with a banner at the top, more because of what's changing than because of the downtime.
