719210 - Add cron job for emailing authors about pending refunds

When a user requests a refund it gets shown on the developer's control panel (bug 719207) but we also need to notify the developers.  We need a cron job that runs once a day and emails all developers with pending requests.

Once bug 685602 is fixed we can add a link to some policies explaining what the email is.  Until then, go with this.
