This page can stay the same as the version used for apps-preview. Reskin this page to use the new Developer Hub styles. Move over the apps logic for the `devhub.authors` view.
After giving this some thought, perhaps we should merge this with the "Manage Status" page.

(Also consider adding the app status to the sidebar or some place prevalent such as the content header/breadcrumb area. It should say "Incomplete" or "Pending" with options to "Resume App" or "Delete App", respectively.)

Add back "Delete App" since apps can be soft deleted now.

    - there won't be anything about managing status at this point, the only thing you can do is manage access?
    - this bug needs to be changed. only thing that needs to be added is an option to "Delete App" from the Manage Status page. we're not merging these pages yet.
