Hello Marcia, as far as I can do it for the level he is asking, I vouch for him. Otherwise, I assume from bug 560810 that Axel could do it.

I think Toni's vouching would be appropriate here.

To clarify, at this point we'll be asking for level 1 plain, not 1a/scm_l10n. We'd upgrade Daniel's account when we're upstreaming the Aragonese localization from user repos to official release streams.
