Preferences (prefs) UI for "Download Manager" Features (see meta bug 25995)
We should copy a lot of the prefs from the GetRight prefs:
- download directory (fixed, last used, depends on file extension, etc.)
- Handling Segmented downloads (bug 75360)
- Handling resumable downloads (file overlap setting, etc)
- 3rd party download managers settings (bug 58744)
- other prefs needed (see GetRight prefs)

There are several things wrong here. This is a request for UI for non-existant
backend prefs for a non-existant feature. Bugs for the implementation of a UI
do not start off assigned to the implementor, they start off assigned to UI
designers. Requests for completely new UI (especially prefs UI for which no
prefs backend exists and for which no feature back or frontend exists) do not
belong in Bugzilla until there has been sufficient discussion among the
implementors and the UI designers to come to a consensus that the work should
begin.
PLairo, building a massive bug web is not the best way to get a new feature
implemented. Until there is some traction on the basic functionality of the
feature itself, frontend bugs on the feature's preferences is noise that only
serves to distract developers from work on real bugs in existing code.

You're partially (even mostly) correct about there being very little existing
backend.
However, there IS already one feature that could be implemented in the prefs UI:
the default download directory (fixed, last used, or always ask). Also, someone
is currently working on resumable downloads, which will very soon need some
prefs UI (e.g., how long to store paused partially downloaded files).
Patience - once these features start taking shape, there will be a framework to
guide them in the right direction :)

This bug is asking for UI for prefs which don't exist now, which won't exist in
the near future, and which don't need to exist at all. Marking invalid.
