To paraphrase bug 744444 comment 0:
Bug 747348 deleted two major users of CPP_PROG_LINK; the remaining ones are the purify and quantify targets. I'm guessing those are not used much in this day and age, so they can be nuked.
This is a straight port of the 3 patches from bug 744444 with the addition of Bug 606145 part 1 (Properly link host programs written in C++)
