Mail sent to nss-dev@mozilla.org is not getting delivered.

Looks like a few of the mailman servers don't have outbound access on port 25, so the mail is just getting queued :| bug 755850 filed with netops to get that straightened out.
ok, outbound from the mailman servers is fixed, next problem identified is outbound from mozilla.com's zimbra to mozilla.org isn't working, because the inbound MX record for mozilla.org points at an IP it can't reach. Working with netops to find an appropriate solution for this... this turns out to be a more complicated problem to fix.

Yep, this was solved a few hours ago on bug 755893. Sorry I forgot the linkage, was in a bit of a rush to get to a meeting about the same time we got it cleared up. If anyone's still having mail issues let me know.
