We have upgraded most of mozilla-central in bug 716478, but a scan reveals there are still about 30 files which were not relicensed in that pass, plus another 96 files with "processing errors" which means the script was not able to determine their licensing status.

This search also gives clues as to things we need to fix:
http://mxr.mozilla.org/mozilla-central/search?string=BEGIN+LICENSE+BLOCK
although it has false positives from e.g. the local copy of NSS.

Based on this green Try run:

I've made a commit here:
https://hg.mozilla.org/mozilla-central/rev/7c3cd4824f94

However, there may be more before this bug is finished.

Florian writes in bug 759808:
> There's a comment at the top of [installer/windows/nsis/updater_append.ini] stating that

> to another file that already has a license header, so I think we don't want the header here.
> The file exists for other Mozilla applications in mozilla-central and comm-central, and I
> think you will want to revert the change to these files.

"Eight files found in mozilla-central searching for "tri-license":

Some of those hits are for code where we are not the upstream, and so we are not relicensing it. I've fixed the others:
