Ah, I found it. this is a DUP of bug 75828 (which even already has a patch! :)
Reproduced using 2001-04-18-04 on WinNT; this *is* a DUP of bug 75828, "Image that doesn't animate in ns4 animates in mozilla". Thanks MozillaUser@HamsterRepublic.com. *** This bug has been marked as a duplicate of 75828 ***
