Details

steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/app/xasdfasdf/reviews/
2. Click on the 'report' link.
3. Pick an option in the lightbox and submit
4. Refresh the page
5. Repeat step 2-4

expected behavior:
We don't allow users to flag the same review multiple times

observed behavior:
Upon refresh the "flagged for review" link changes to "Report" link and user can flag the same review
