This is tracking bug for bugs which probably wouldn't have ever existed if the 
PSM UI had been designed by a UI designer.
The long-term fix for this window is described in bug 77007. The rest of the 
dependencies are short-term improvements which can make the Certificate Manager 
look a bit more acceptable while waiting for 77007 to be implemented.

bug 77011 is the exception: it is a major bug (or series of buglets) which 
would need to be fixed regardless of the status of 77007.

I believe this tracking bug is no longer required. This bug was described as
being necessary as long as bug 77007 has not yet been fixed, but meanwhile it is.

The only yet unresolved issue is bug 77008, which we can care for without a
tracking bug.
