If I hate an app enough to refund it, I should be allowed to share my vitriolic opinions in the review section.
Allow users to add reviews to apps which they have refunded.

Should we differentiate between immediately/automatically refunded vs developer refunded? I'm thinking of a user who can buy/refund apps just to spam the reviews.

I can see users wanting to add a review saying that install didn't work after purchase. But ya, we have to worry about spammers too.
