STR:
1. Purchase a app on https://marketplace-dev.allizom.org/
2. got to the  Account History page (https://marketplace-dev.allizom.org/en-US/purchases/)
3. request a refund within 30 min of the app purchase.


Actual:
A error is returned saying that: "There was an error with your instant refund."

Expected:
The refund was successful.

PayPal timed out: 

z.paypal:ERROR HTTP Error: The read operation timed out.

Not sure what we should do in that case, but I'd say that bug 769364 covers it pretty well.
