Many people's names seem to have been imported with question marks instead of the actual (foreign?) characters.

Just searching the l10n group (link in URL field), you can see that. And it does appear to be the literal question mark character, rather than a display issue.

I don't know if there's anything that can be done about it now, besides having people edit their own names, but I figured I'd put it on record.
It's indeed a real question mark character in the database so we can't do much about it instead of invite people to correct their entries.
