+++ This bug was initially created as a clone of Bug #786182 +++
The preference to disable the Downloads Panel should be enabled by default in
the Aurora channel, and the Downloads button should not be in the default set
for the navigation bar.
This should block the first Aurora build.

Verified on the latest Aurora that the Panel Based Download Manager is disabled as default (the preference browser.download.useToolkitUI is enabled and the Downloads button is not present in the Navigation bar).
